I recently started fresh with a new HD, and I discovered that when I tried to re-install my previous purchases from the App Store, if the app was currently at a version not supported by Lion, then I get a message: '(App) can’t be installed on “OS X Lion” because Mac OS X version 10.8 or later is required.' There is no 'legitimate' way to download macOS from anything other than a Mac. It requires the Apple App store. Note: You can not use a Time Machine backup to revert to an OS which is older than the OS of the latest backup on that Time Machine drive.
